Error message on top each page

Hi,

I have tree projects on my site. On one of them I get error message on each page. (See attach)

Somebody any idea what this could be?

fresh install !

found how to reset. but its the same. And it happens on everey template page I use. So i think it should be something with the project but i can't find what is wrong.

on other projects, this does not happen.
